Biography
Dr. Markeesha Reed, DBA, COS, TCS, is the Founder and Managing Member of Samson Heaven Devin Holdings LLC, where she leads the company’s government solutions strategy, housing-compliance practice, real estate investment decisions, strategic partnerships, and operational delivery. A U.S. Army veteran, Certified Occupancy Specialist (COS), and Tax Credit Specialist (TCS) through the National Center for Housing Management, Dr. Reed brings specialized expertise in HUD and federally assisted occupancy compliance and Low-Income Housing Tax Credit (LIHTC) / Section 42 compliance.
Federal leadership continuation
Before founding SHDH, Dr. Reed founded and led a federal contracting company that captured more than $33 million in federal awards, with more than 90 percent performed as prime contractor. Her leadership experience spans federal contract administration, program management, staffing, compliance and quality management, subcontractor oversight, risk management, budgeting, reporting, and geographically distributed operations.
